New York Signs One of the Toughest AI Chatbot Laws for Children

New York has passed a law restricting how AI chatbots can interact with children, in what became the most widely reported AI story in the world this week, carried by dozens of independent outlets. Governor Kathy Hochul signed the bill after it passed both chambers of the state legislature with unanimous support earlier this year. The law makes New York the first major US state to impose detailed, chatbot-specific duties on the companies whose products talk to minors every day.

What the AI Chatbot Law Requires

The legislation targets the design features that keep young users engaged and, critics say, emotionally dependent: chatbots must not present themselves as human companions, must direct users in crisis toward help, and must operate under tighter rules where the user is known or believed to be a minor. The unanimity of the vote is itself notable in an era of partisan technology fights, and it mirrors the kind of rule-making we have been tracking in our coverage of new government rules and public rights.

Why Chatbots Became a Child-Safety Issue

The law did not arrive from nowhere. Fresh survey research released this week found that nearly two-thirds of American tweens and teens use AI chatbots, with around three-quarters of over-13s already users, and researchers linked heavy companion-style use to teen distress. Stories of chatbots encouraging harmful behaviour have pushed the issue from parent forums into legislatures. The day’s AI news roundup ranked the New York law as the single most-covered story across nearly 500 outlets monitored.

What It Means for AI Companies

For the industry, New York’s rules are a template other states will copy, and companies rarely build 50 versions of a product. Age assurance, crisis-response protocols and clearer disclosure that a chatbot is software, not a friend, are likely to become defaults nationwide. Smaller developers worry about compliance costs, while the largest labs have already begun adding teen protections voluntarily, partly to get ahead of laws exactly like this one.

The deeper question is whether design rules can keep pace with products that learn to be more persuasive every year. New York has set the first serious benchmark in the United States. Other states, and eventually Congress, now have a text to argue with, and the argument is only beginning.
